Method
 

  1. Whisk all purpose flour, baking powder, and salt together inside a large bowl to establish a dry base.
  2. Toss fresh blueberries in one tablespoon of dry flour inside a small bowl so they stay suspended in batter.
  3. Cream softened unsalted butter and granulated sugar in a stand mixer bowl until the mixture turns pale yellow.
  4. Add eggs, fresh lemon juice, and grated lemon zest into the creamed butter, mixing until smooth.
  5. Fold the dry flour mixture gradually into the wet citrus base until a uniform cake batter forms.
  6. Fold the floured whole blueberries gently into the finished batter using a rubber spatula to avoid crushing skins.
  7. Divide batter among twelve paper lined muffin cups and bake at 350°F for twenty minutes until golden.
  8. Cool cupcakes completely on a wire rack before piping tall swirls of cream cheese frosting over them.
  9. Garnish each frosted swirl with a fresh blueberry and a thin lemon wedge before serving on a platter.

Notes

Toss fresh blueberries in a spoonful of flour before folding into the batter to prevent them from sinking to the bottom of the muffin tin during baking.
